His boss insisted that there was nothing wrong for the longest time, that people were making a big deal out of nothing. If his own mayor was going to brush off the concern of the residents in the Love Canal district, who could he turn to?
As it turned out, the matter had to go a lot higher before it was addressed. It was a matter that went up to his nation's boss, Jimmy Carter, who declared a federal health emergency. It was really no wonder that the matter was hitting a head. Lewis himself tried to ignore his symptoms until recently. The boy hated to be sick, but he hated to be kept down while he was sick even more. He was much like his nation in this way.
There was no ignoring his poor condition now. He was suffering from similar ailments to the sort that residents were experiencing in Love Canal. He was admitted to the hospital after having a particularly bad seizure, and had a few more subsequently. He also had chemical burns on his hands, and would frequently go through stages where he had trouble breathing. Something needed to be done to help the residents of the area, though he wasn't sure if anything could be done, outside of evacuating them out of the area. The normally boisterous Lewis was oddly subdued, not sure what to make of this. Would he be alright? Would his residents be alright? How could he tell?
At the very least, they were finally getting help. It sounded as though Alfred and his president were finally stepping in to make matters right. On top of that, Lewis had word that Johnny, his state, was coming to visit. Despite his condition, Lewis grinned when he heard this news. He was looking forward to seeing a familiar face. The folks at the hospital didn't even know what he was, thinking he was just another boy from the Love Canal area suffering from complications. It would be nice to talk to someone who had a broader scope of the information. The boy started to scratch at his hand, before stopping himself when he felt the still peeling skin there. Oh, he hoped Johnny would show up soon...that would make him feel better in itself. [/style] |

So far, the seventies were shaping up to be, in short, insane. The war, the hippies, the drugs, oh the drugs. In '73 the twins had finally been finished, and Johnny had helped put them up the same as every other iconic skyscraper in New York City, and that was basically the last thing he had done that he could be proud of since then as far as the decade was concerned. His favorite city, the apple of his eye was knee deep in drugs and crime and Johnny, well he had succumbed to it as well. Sitting in his penthouse with the small bag and the hypodermic needle had become his favorite past time.
Maybe that was why he hadn't noticed something was wrong the moment it had started going wrong. Usually Johnny was quick on the uptake when something happened to one of his cities, he did love the lot of them after all. But his senses were dull lately, one track mind, and he was blaming that for the reason he didn't notice the rash on his hand. It itched, but he had gotten used to mindless scratching, catching himself scratching at the little needle wounds in his left arm without even thinking about it.
The phone call that something was wrong with one of his young'uns got Johnny to pull his head out of his drug clouded ass long enough to look around. Love Canal, was an utterly ridiculous name because it kept giving him dirty thoughts, but when he saw the state the neighborhood was in, Johnny had flipped his shit. In fact the blonde had picked up the closest vehicle and chucked it over his head, screaming obscenities, among the occasional, "WHAT DID YA BASTARDS DO TO MY LITTLE LEWIS?!" And kept going until O'Laughlin came running out of his office to stop him. Which was when Johnny picked him up, preparing to throw him across the city when the man finally relented and agreed to call Mr. President.
Normally, Johnny respected his presidents, kept a good report with them all because New York was big, New York City was a world power where cities were concerned. But the moment Carter picked up the phone, it was yelling, and cursing and a little more cursing on top of that, not long after the state of emergency was declared. The blonde still wanted nothing more then to strange O'Laughlin, if he ever saw that man he was tossing him across the damn state. The state in question watched over the men coming in, checking levels, essentially freaking out over the toxic levels.
Sure that it was being handled now, and that he had struck the proper amount of fear in O'Laughlin's heart, Johnny picked up a cheesecake and a little bunny stuffed animal and went to go visit Lewis in the hospital. He felt especially bad about everything, Johnny didn't get a chance to see Lewis enough as it was, and he hadn't even noticed the issues in Niagara Falls until it was way late, because he was too wrapped up in the drugs. Knocking on the hospital room door he gave it a moment before slipping into the room, smiling slightly in an attempt to cover the deep anger he was feeling at himself and the people that had been dumping chemicals and then populating the place above it so that this could have happened, "Hey dere kiddo, I brought ya a cheesecake, and dis little guy here,"
Handing over the cheesecake he had snuck past the nurse, Johnny gave him a little plastic spoon he had shoved in the pocket of his vest before pushing the bunny towards him, "How ya feelin' Lewis? Ya doin' alright? I'm sorry I couldn't get here sooner," Normally New York was golden, but lately, everything he touched turned to lead instead, and he didn't know how to deal with it exactly.

He knew that Johnny had others things demanding his attention (though the exact nature of said 'other things' remained unknown to him, probably for the better). The only reaction that he was really bothered by was O'Laughlin's. The man was his mayor. Why hadn't he looked into the matter more? Why had he brushed off the residents when they started to complain? He wasn't yet aware of the role that Johnny played in getting everyone's butts into gear, but when he did, he'd be immensely grateful toward his state.
As it was, he sat up in his bed at once when he saw Johnny enter the room. He was so excited to see Johnny that he almost didn't note the items that Johnny brought with him. Almost. He registered a few seconds later that Johnny was carrying with him a stuffed bunny, as well as what appeared to be cheesecake. If Lewis were able to, he would have leaped out of bed and hugged Johnny with all of his might. He was still recovering, though. Despite his lack of action, the city still beamed at the sight.
"Johnny! Ya came!" His slight New York accent always became more prominent when he was around his state or other cities within the state. Lewis happily accepted the spoon from Johnny and dug into the cheesecake straight away. He listened as Johnny apologized for not arriving sooner, shaking his head. "Ah, don't worry about it! You're here now, aintcha?" The blond beamed. He placed the bunny to his side, as well as the cheesecake. Now that Johnny was close enough, he intended to carry out his plans to squeeze the living daylights out of the state. The city wrapped his arms around Johnny in a bear hug. "I heard Alfred and his boss got involved." He stated when he finally pulled away. "Is that true?" If so, he was sure that he'd be feeling better soon enough.

He was such a piece of shit. At least, he really honest to God felt like one at the moment, his poor little Lewis, that kid should have been angry with him, yelling at him for being such a terrible state, not looking up at him like that. His little city was lookng up at him like he was some sort of hero or something, and he really wasn't, a good state would have noticed that something was wrong a long time before it got to this point, but Johnny hadn't. Johnny was too goddamn busy getting fucked up on his apartment and not paying attention to anyone outside of himself and his dealers lately.
The state wished Lewis would get angry with him, scream, yell, curse him, throw something. Ask him what the hell he had been doing, what could have been so damned important, but he didn't, instead he was hugging him and Johnny wanted to cry because he was such a piece of shit for letting the kid down the way that he had. He deserved to be tossed off the Brooklyn Bridge again for this one. Instead he forced on what would be considered his usual wide smile and tussled the little city's hair the way that he usually would have, quietly thankful that his sunglasses hid his bloodshot eyes.
"Yeah, it's true kiddo," Johnny sighed, running a hand through his hair, "Your mayor happens to be a piece of shit, he didn't wanna call so dey didn't know for a while," There was a growl to his tone, scowl tugging at his lips, "Don't worry though, I changed his mind for him," If he ever saw that man again, he was more then willing to give him a lesson in flying. Another sigh and Johnny untangled himself from Lewis, pulling up a seat and flopping into it, "Apparently dere was toxic waste under da land, dey decided to build the town right over it and not tell anyone," Absentmindedly he scratched at his arm, not even aware of the fact as he spoke, "Eat da cheesecake before it starts gettin' too warm,"A quiet moment where he looked the boy over, "Are ya sure your ok? I'm sorry dis wasn't caught sooner Lewis, I really, really am"

Even if he were to know the full circumstance, he would not be angry with Johnny. Disappointed with his lack of action, maybe, but not angry. Johnny was visiting him in the hospital - that meant that Johnny cared, and that mattered to Lewis more than what led up to this point.
"I heard President Carter declared a state of emergency!" If that was true, he was certain that Alfred had something to do with setting it into motion! Finally someone was doing something! It just took going higher than his boss. That meant Alfred would probably drop by for a visit soon...and maybe Lou and Mattie too!
He was surprised to hear Johnny swear in front of him. He'd heard Johnny swear before (quite colorfully too), but he usually watched his mouth when he knew that Lew was listening. That meant that Johnny was extra angry at his boss. "I told him I wasn't feeling good, but he told me it was no big deal. It didn't feel like a big deal at first, but then it started getting a lot worse till I ended up here." Not to mention he'd brushed off most complaints.
Though he knew something wasn't right, that something was making everyone sick, he lacked any sort of explanation until Johnny offered one. "Toxic waste?"His eyes were wide. He - and many residents - were sick because they were poisoned? That almost scared him more than not knowing the problem! If the illnesses were caused by toxic waste, the illness would not disappear until the problem was taken care of. 'No big deal' indeed! "I don't think I like O'Laughlin much right now." Lewis confessed, a pronounced frown on his face.
Said frown remained in place until Johnny drew his attention back to the cheesecake. He started on the cheesecake, looking up when Johnny asked him once more if he was okay. He nodded his response before continuing the cake.
