Other Distinguishing Features: probably his curl, and the fact that he rarely opens his eyes.
Overall Appearance: Feli looks pretty young - early twenties, at best. He has a rounded face - almost chubby, but not quite, he's still got some of his baby fat, though his metabolism is pretty fast, keeping him from getting more than a little pudgy at times. He's got very delicate hands - artists hands - and an ever-present smile on his face. His skin is lighter than his brother's, but still carries a light tan to it, and he's close to unmarked. Really, he has next to no scars (mostly thanks to Lovino - approved by the Lovino here already. Actually it was her idea).

Strengths:
+ He's a good cook! Not quite as good as Lovino.
+ He's a fantastic artist, better with paints than sculpture though he's studied both. He actually makes some money on the side selling his work.

+ Contrary to popular belief, he's actually really good at reading the atmosphere… when he wants something anyway.
+ He can make just about anyone smile
+ He actually knows how to fight, he just doesn't like to.
Weaknesses:
- He's a coward, he really is.

# He's dead terrified of being left alone, or loosing people he loves (after all, he lost his first love, and he's never really gotten over it, and all the city states and nonno Roma, too, so much of his family have died and… well...) it's part of why he's so clingy.

I suppose the 've~' could count here? He also chigi's, but it's pretty rare to hear it as he almost never gets this upset, just like you'd never get Lovi happy enough to hear him ve.
Overall Personality: at least two good paragraphs
Feliciano is happy to a fault. Even when he's upset he manages to be almost happy about it, there's nothing he's more capable of then smiling , except, perhaps, forgetting. Feliciano's got forgetting down to an art form. Rather than be burdened down but hundreds of years of potentially bad memories, he just pushes the bad away until he forgets it happened at all, or only has vague memories of it. It's how he's managed to live as long as he has without getting upset or bitter over things. Forgive and forget, and he's great at both. He's had centuries to become the perfect happy idiot (because no one wants to kick a puppy in the face, and he's just as happy and excitable as one), he's found that with the right air of naiveté people won't hurt you as much, they'll even try to take care of you (or take advantage of you, but shh, see below as to why he doesn't really notice or expect that of people). It's not that he's stupid, or weak, or terrible at fighting. It's that he'd rather be naïve then be hurt by the world, he doesn't want to fight, so he doesn't do it well, and it's easier to be weak and be taken care of then have to try and be strong all the time, and risk failing yourself and others.
He has a very childish outlook on the world - he tends to only see the good in people, no matter what they may have done to him or others in the past (after all, look how much he still cares about Germany, even now), and often seems like he has no idea about the bad things going on in the world. This is, in a way, true. He ignores them. He ignores them so expertly that he cam sometimes forget that anything's going on at all - it's especially helpful that he's only half a nation, because what he doesn't want to deal with he can just forget about until his brother does it for him. He still believes in happy endings, and sun filled afternoons and good ends to every story, despite centuries of proof to the contrary. Instead of seeing a million places where life has denied this image, he sees and clings to the ten where it's rung true. He lives in a world where doors don't need to be locked and people keep their promises, always (because you can never ever break a promise, not ever).
Actually, that bit about promises is a key bit to his character - you see, Feliciano doesn't remember things that make him sad, he doesn't like to, he'd much rather be happy, but there are some things in life you just can't ignore. A long time ago he made a promise to a little boy who had dreams of becoming a great empire. He promised to wait until said boy came back. Unfortunately, he never did, in the way that people who go to war often don't. HRE fell, and that's one sadness that Feliciano will never try to forget, especially because he promised to wait. Promised to wait and HRE promised to come back and didn't and didn't and didn't and then one day Feliciano found him again, or at least thinks that he did. Found him in a stern face, grown and changed but still inherently the same, under the change of years and recollection (or solid proof, sigh) that the person inside was the same boy he'd fallen for so long ago. But Feliciano promised to wait and you can never break a promise, not ever so he's waiting (which is what my sample is about below, so now you have your background!). Anything less would be a betrayal both to the boy he so loved then, and the man he's come to care so deeply for now.
Feliciano loves to talk and flirt and eat good food - basically he just wants to enjoy the good in life and so turns a blind eye to the bad whenever possible. Part of this comes from his childhood. Because, you see, he actually had one. Unlike most nations in Europe at the time, Feliciano was incredibly lucky, and had someone to care for and love him through most of his younger years. He was born when his Grandfather was still the Head Honcho of Europe, as it was. He was cared for, coddled, even, and even working at Austria's he had protectors more than controllers, even though in truth it was both. Feliciano was spoiled and at times he truly acts it. Feliciano is forgiving and loving, yes, but he also wants what he wants when he wants it. If he doesn't get good food, or the attention he desires, etc., he's not above whining, meddling, or tearing up to get it. He's got such a reputation as an innocent little idiot that it's hard to notice that he can actually be quite manipulative. He knows exactly when to start wibbling his lip and tearing up and making that face (we all know the one, the one that makes you feel guilty for even thinking about telling the person making it no, the one that makes you feel like you just kicked a wet, starving puppy), after all, he's had lifetimes to perfect the right ways to beg.
Feliciano is also an incredibly devoted to the things and people he loves. He's spent centuries working on improving his art, for example. While he may be lazy about some (okay, a lot) of things, his work in the visual arts is something he never shirks on, and he makes a point to practise every day, no matter if he has inspiration or not, to make sure that he continues to improve. When he loves some one (be it platonic love or romantic love) he loves them with all of himself. He throws himself headlong into it, and them, and will do anything and everything within his power to make sure that they are okay. Which, given that he's not fond of fighting and the sort, usually takes the form of being a giant emotional cushion for them.
….but, while he hates fighting, he's so terrified of losing Ludwig the same way he lost HRE that he'll follow him into anything. Case in point: WWII.
He's a romantic. I don't think I need to go into this too much, given that it's pretty obvious what a romantic is.
Feliciano is half of a very religious country, so it often comes as a surprise to people to find out that he's not that religious himself. He'll go to church with his brother on big holidays, but he doesn't exactly believe in God anymore. He's not sure what he believes in, to be honest, but if asked about it will probably tell you that he believes in being nice to people and saying sorry and holding doors for pretty ladies and kissing scraped knees. That he believes in smiling and the sun coming out and getting a big blanket and snuggling before a fire when it's storming outside, that you should be nice to your brother when he's being cranky and forgive him for throwing shoes at your head when you annoy him. He believes that hugs make people happier and so does good pasta, and that maybe everyone should smile a little more because it's a lot harder to be upset when everyone's smiling, especially when you're part of everyone too.

1859 - Second Independence War. Most of the Kingdom of Lombardy-Venetia is annexed by the Kingdom of Sardinia, which extends to much of North and Central Italy. Venetia and Feliciano, however, remain under Austrian control.
1861 - Near-total unification of the Italian peninsula results in the formation of the modern version of the Kingdom of Italy. Rome declared capital (even though not technically part of Italy, neither is Venetia, but Feli, as a representation of the Italian Kingdom now, is)
1866 - Third War of Independence. The Kingdom of Italy allies with Prussia against Austria to annex Venetia.
1870 - Capture of Rome. Rome is finally annexed into the Kingdom of Italy.
1882 - Italy enters into the Triple Alliance with the Austria-Hungary and the German Empire.

1914 - World War I begins. Italy initially declares itself a neutral supporter of the Central Powers, claiming that the Triple Alliance was only a defensive agreement.
1915 - Italy accepts Britain's offer to join the Triple Entente powers in exchange for the promise of territory (to be gained at the expense of Austria-Hungary) and declares war on Austria-Hungary.
1916 - Italy declares war on the German Empire.
1917 - Battle of Caporetto. Austrian and German forces overrun Italian forces and begin advancing toward Venice, but are forced to halt this advance by the Battle of the Piave River.
1918 - Battle of Vittorio Veneto. Italian forces defeat Austria and German forces attempting to pass the Piave River. This ends fighting on the Italian front and Italy basically forces the divorce of Austria and Hungary.
1919 - Treaty of Saint-Germain-en-Laye. Italy receives Southern Tyrol, Trieste, Istria, and several Dalmatian islands from Austria. However, Italy does not receive Albania, Dalmatia proper, or any overseas territories. This kinda leads to a pissy "YOU DIDN'T GIVE ME WHAT I WANTED" argument with the Entente. Because Feli is a spoiled brat.
1922 - Benito Mussolini, riding an upsurge of Facist sentiment, becomes Prime Minister of Italy. Mussolini's South Italian, just by the by.
1922-1928 - Mussolini eliminates all checks to his power, reduces the King to a figurehead, has all other political parties besides his Facist Party declared illegal, and develops a cult of personality around himself.
1923 - The National Security Volunteer Militia, aka the Blackshirts, are formed.
1925 - Mussolini gives special powers to Cesare Mori, the prefect of Palmero, in order to combat the Mafia and other crime syndicates. Many Mafiosi are forced to flee abroad, but Mori is removed from power when he begins investigating Mafia links inside the Fascist party itself.
1926 - Italo-Yemeni Treaty signed. A friendship treaty designed to expand Italian interests in the region.
1928 - Italo-Ethiopian Treaty, another friendship treaty, is signed.
1929 - A plebiscite on Vatican sovereignty is held after years of negotiations between the Vatican and Mussolini's Facists. The result is the Latern Treaty, confirming the Vatican's sovereignty over the Holy See territory.
1935 - Italy, France, and Britain sign the Stresa Front. It is a weak attempt to ensure that Austria remains independent of Germany and fails miserably. Mussolini only agrees to the signing to keep Britain and France out of the Abyssinia Crisis.
1935-1936 - Second Italo-Abyssinian War. Italy conquers and annexes Ethiopia as a colony. Italy reorganizes its colonies in the area into Italian East Africa and declares itself as the 'Italian Empire', despite mixed reactions from other European powers.
1936 - In response to pressure from Adolf Hitler's regime in Germany, Mussolini finally begins promoting anti-Semetic policies in Italy.
1937 - Italy joins in the Anti-Comintern Pact already signed by Nazi Germany and Imperial Japan, thus forming what would become the Axis alliance.
1939 - Italy invades and annexes Albania. Italy and Germany sign the Pact of Steel. After Germany invades Poland, thus starting World War II, Mussolini remains neutral for a while and even secretly sends Belgium and the Netherlands advance warning of Germany's plans to invade.
1940 - Tripartite Pact. Italy declares war on France and Britain just before the Fall of France. Plans to quickly annex nearby French territories are stymied by Germany's armistice with Vichy France. Attempted invasions of Greece and Egypt are met with disaster.
1941-1942 - The Italian fleet roundly thrashes Britain in the Mediterranean several times, but prolonged damage taken fighting Allied naval forces eventually reduces the Italian navy to uselessness.
1943 - Italy begins steadily losing ground as the Allies begin their Italian Campaign. Mussolini is removed from the post of Prime Minister and arrested, while Italy signs an armistice with the Allies and declares war on their former ally Germany. Germany springs Mussolini from prison and forcibly establishes the 'Italian Social Republic', a German puppet state, around him and Feliciano in Northern Italy as a buffer against the Allies.
1944 - The Allies, now including the Kingdom of Italy, drive the Germans out of Rome.
1945 - 'Italian Social Republic' overrun by the Allies and dissolved back into Italy proper. Mussolini captured and executed during his attempt to flee to Switzerland. World War II ends in Europe.
1946 - Kingdom of Italy votes out the monarchy (though there is great debate over the results of the vote) and restructures itself into the Italian Republic.
1947 - Minor adjustments of the French-Italian border.
1948 - Constitution of the Italian Republic goes into effect.
1949 - Italy is a founding member of NATO.
During the 1950s - Italy experiences the "Economic Miracle"
1952 - Italy is a founding member of the ECSC.

"Italia?"
Italy jumped at the sudden sound - not that strange, coming from him - throwing his paintbrush into the air and yelping at this new terror as he spun, white flag in hand and waving...

… well, trying to wave , though it was having trouble moving through Germany's head. He ceased his frantic waving when he registered that this was Germany and not, say, England. He laughed a little - a faded sort of noise, because even if he trusted Germany inherently and knew the other nation would never hurt him he was still really scary when he was angry - and smiled apologetically up at him.
"Sorry, Doitsu! You scared me!"
Germany sighed. Really, there was no point, was there?
"Italia, what are you doing up here? It's past time to start training, and… why is your face blue?"
That flying paintbrush from before had left a convenient navy streak right down Italy's face.
"I was painting…. I didn't really pay attention to the time…. I don't want to train today, Doitsu, can't we take the day off?"
"Nein."
"Plllllleeeeeeaaaaaase?"
"Nein! Italia, you have to train or you'll never get stronger!"
"But… just a little break then?"
"Ne-"
"I'll… I'll even let you see what I was painting!" He was giving that face now. That one that made Germany feel that saying no to it would be the same as kicking one of his beloved dogs in the face with his combat boots and feeding them tacks.
There really was no point, he decided.
"…. Fine. What were you painting." He didn't really ask it as much as he sighed the words out.
Italy seemed to hesitate for a moment - which was odd; normally he quite liked showing Germany what he was painting, but the Arian man brushed it off as the fact that Feliciano probably thought Germany was mad at him. In any case, the little nation stepped aside to reveal a half-painted canvas. It depicted two… children, would be the best way to word it, though they gave of the air of being quite a bit older than normal children, and were dressed similarly to adults of a time period long lost. The girl was smiling, but both managed to look almost devastatingly sad at the same time, as if mourning an event which had not yet occurred. It was, however, not this which caused Germany's breath to catch as his eyes settled on the nearly-finished piece. He couldn't quite place it, but something about the picture was achingly familiar, and he couldn't stop himself before a quiet,
"Who are they?" made its way from his lips.
If the painted figures looked sad, Italy looked downright tragic. Nonetheless, the small nation put on a small wistful looking smile as he turned to Germany to answer. "They… they're from a… a story I used to like when I was younger." he explained. Germany got the feeling that that wasn't quite right, but as that made absolutely no sense he didn't put up words to the feeling.
"They were - are - in love," the normally bubbly nation was continuing in a soft voice, looking for once in his life serious and sorrowful as he gazed at the painting, eyes resting on the boy clad in a navy robe and cape. "But they didn't tell each other for a long time. This is from near the end of the… of the story. The boy is going off to a big war, but he's promising to come back. He's finally telling m-the girl that he loves… her. And she's promising to wait, because she loves him too."
And Germany doesn't particularly like stories, and this isn't even really much of one at all, and he especially doesn't like things that make Italy look so sad - not out of any sense of romance, mind you, he's simply looking out for his ally, that's all - but something in him drives him to ask,
"What happened?"
And maybe that was the wrong thing to do because Italy looks a million miles away and like he's about to cover all those million miles in tears, and he's about to say it's alright, he doesn't have to answer or even train and maybe it's okay to take a day off just don't look so sad, please when the Italian opens his mouth and answers,
"What happened? Nothing. She's still waiting."
