Alfred and Linh - Oh dear, these two...where to even BEGIN.
As you mentioned, it all started when he strolled into her house one day, intent on being her hero and saving her from the evil supervillian known as communism. They ended up falling for each other...and things go wrong pretty quickly.
That much said, their relationship goes on for quite a while, just with many ups and downs. I think we all know how it ends, with Alfred leaving more out of necessity than out of want, with heavily mixed feelings on the matter.
On one hand, he'd see the failure, and he'd want to push that as far away from him as possible. On the other? Yes, he still has feelings there, and wants to reconcile completely with her - He'd prefer a relationship, preferably one that doesn't turn out like the last one, but he'd be happy with just a friendship as well. That's if he can bring himself to admit that much.
...oh, and he still cringes every time he reads her full name as 'The Socialist Republic of Vietnam'.

Linh and Al: Yes Al, have a constant reminder of how you're not always the winner. urhur so dynamic But yeah... Linh is still awfully distraught about the whole thing. Though the love was always there, you can't really forget that they both snapped from time to time and journeyed down a darker road xD yay fun times!
If she ever admitted to still having feelings for him, she would probably do it in a blind rage. I think Linh would sit back and quietly accept whatever happens to their relationship but she obviously still wants to be happy.

Yes, indeed. There's no way this relationship could be all sunshine and rainbows, for pretty darn obvious reasons. I think that's another reason why Alfred would want to put all of that behind him, considering he wouldn't want to think back on that.
However...again, the feelings are still there, and I don't think Al would admit to them unless he was in a blind rage as well...or drunk. Basically, in some sort of condition that would hinder his impulse control. Because as impulsive as he is in just about every other matter, that's one matter he manages to keep his lips sealed on.

For starters, with America, Philippines is very much alongside the guy so she pretty much helped him with helping Vietnam, though her role is mostly for medical support and civilian pacification projects than anything else. In retrospect, she's not really against the two of them so she's very much go to whatever Alfred does in order to be with Vietnam. Isn't she sweet? You can say that, though they aren't exactly the best of friends or anything, they're more on the 'kindred spirits who warms up with each other such and such' (also known as 'postcard buddies') interaction. Not to mention that both of them are econimic alliance and share the similar nature of being a fighter.
Oh, and the Spratly Islands; Philippines is SO happy to have Vietnam agree with her. Nuff said.
To put it simply, the two should go along pretty well together. You can add further to that or throw in a pitch or two.

The good news is, since she rarely goes out of her home, there's 90% chance that Vietnam and Okinawa will meet.
However, if ever the 10% occurs and Okinawa DID come out from her hiding hole of a home, I'm pretty sure she won't voice out her utter 'must-blame-Vietnam-for-what-America-did-to-me' rantation; rather, she will be diplomat though a bit stiffer than she normally would, she wouldn't even feel it. Maybe she's only doing this because Vietnam has a steady interaction with Japan, so she's just being civilized for his sake. You can say Okinawa only acts civilized and polite to Vietnam because she has to rather than genuinely.
You gotta hand it to the woman, though; America crashing in to her place and using it as his base just to save Vietnam? And Okinawa was minding her own business? It was sorta adding salt to her injury as a NEET, y'know. Can't blame the prefecture for acting this way.

Linh and Philippines: fff thank god she has SOMEONE on her side. In recent years there have been a lot of fingers pointed at Viet with some harsh names following so she of course will take any support she can get. And distant family for the win! For the most part, Linh is surrounded by men or outspoken women when it comes to an international standpoint. So any like-minded person, who's thankfully a female, that she can associate with, she'd be thankful for.
So yeah, I agree, these two would get along pretty well. Yay!
Linh and Okinawa:
I like this idea; especially if these two ever god into a quarrel over the subject. Linh could never glorify Alfred or even justify what he was doing for that matter so Linh would not take to kindly for receiving that blame. And headstrong women on different spectrums going at it, that's fun in itself lol.
Linh and Danii: Oh Danii, Danii. If Viet ever found out why you reeeeeally hate her, she'd get so defensive like... ugh. She'd sit her down, show Danii her scars and tell her all the shit she went through to end up with nothing at all. Actually, I want to see this happen. xD

Vietnam and DC; If that happened, Danii would feel rather bad not because of what happened to Linh, but because she wouldn't feel much empathy for the woman, even after everything. She'd just continue feeling this unreasonable amount of hate, and end up making things worse, then feel like a terrible person later because she cant stop hating the woman and Danii doesn't know how to deal with that particular emotion.

Ok, so there's also a war involved (who doesn't) and some skirmish here and there (so, it's like Philippines being colonized by America... except it's Vietnam and France) so also no guarantee that these two will have a good-bad relationship.
However, History aside, Caroline is more focused on herself as a capital than the past skirmish between France and Vietnam (she just let France handle it since she just started doing the 'It's somebody else's problem' method) but you can't really say that if ever something goes wrong with France, she'll charge in. Apparently. So, basically, Paris' reaction to Vietnam is lukewarm, to say the least; she doesn't hate her, but she doesn't like her either, just in between. Though this would be better if this happens in the middle of France's colonization to Vietnam, but I think she'll just think France is wasting his time trying his best to tame the wild beast that is Vietnam (Paris' words).
To make things pretty simple; Paris doesn't really care about Vietnam, but not enough for her to ignore her completely. Why place a plot? Because Caroline probably thinks that maybe it's better if Vietnam didn't claim her independence with France and maybe prob her a bit with questions such as these? Think of Paris' relationship with Vietnam as like those of the 'Lone Black Ranger who is a hero but does not go along with the rest of the Power Rangers and like to question them from time to time' sort of thing. Weird analogy, I know. She's not exactly spiteful, y'know, that's a bit too ugly for Caroline's taste.

Happy Birthday!
This one is a tricky relationship to establish. Erin is possessive over Alfred and has no right to be. She'd be jealous of Linh over nothing she has a right to be jealous of. That aside neither of them are particularly friendly. However, politically thinking, Ireland has supported Vietnam in the past. In 2011 they even sent €12 million in aid to Vietnam. I can see the two having a tentative respect, borderline friendship. Erin appreciates strong females and Vietnam has proven to be just that. They are not quite friends but more so have an understanding. What do you think?

NEW ZEALAND and VIETNAM
The only point of note here is the Vietnam War apparently. New Zealand sent forces and sided with South Vietnam along with the United States, Australia, etc. I don’t know much about the Vietnam war, but I have a feeling that by simply being involved there is something to note here. Roa holds no grudge here, but I am not sure how the politics on this one work. What these two could be is entirely up to you...I just wanted to post here regardless because up till now, all I’ve had is Ireland to plot with Linh. Naturally that is a tricky one so I am hoping there is something more concrete then “an Understanding” to be had with Roa and Linh.
To give some backing...New Zealand supported the war until the 1970s. Because of a treaty they felt obliged to assist the US in its wars, but New Zealand became uncomfortable with supporting the US because of the nuclear-powered war ships. The government pulled New Zealand out of the war somewhere between 1972-75 and began protesting French Nuclear testing in the Pacific.
