Though the two deliberated for quite a while, it eventually became clear that while Penny and Michelle wanted to hang out, they couldn't actually decide on what they wanted to do. The problem was not that there weren't options - It was that there were too many options. Just when it seemed as though they might have agreed on a destination - Cedar Point - a quick search to book a weekend trip lead to the discovery that Cedar Point was not due to open for another month.
Cue one long rant from Michelle on Ohio.
Once Michelle finally calmed down enough to think somewhat rationally (and not keep threatening to release a swarm of angry wolverines on Ohio), the discussion continued. In the end, the two female states decided on a trip to Lake Erie. Michelle refused to step foot into Ohio until Cedar Point opened on principle, and thus opted to travel to Penny instead. Penny could always come to her as well, but she figured she ought to make the trip seeing as it was her own stubbornness that forbade them from meeting halfway.
But...it was Ohio, and therefore Michelle found it to be justified.
Michelle packed numerous items with her, just in case. There were plenty of things that one could do on the shore of an enormous lake on a nice spring day. They could go on a boat ride, go swimming (she'd packed her swimsuit), or go fishing (she'd brought her fishing rod). Or they could stay on shore. There was a chance they'd have to stay on shore, given the weather. It was warm, though it wasn't exactly summer-y weather just yet. Regardless of what they decided to do, Michelle was fairly certain that she was prepared. As a state surrounded on three sides by water, she was right at home on lakes and beaches.
The brunette approached the spot they were supposed to meet in, not too far from the beach. Now she just had to wait for the other state to show up, and then they could set to it!

Penny and Michelle definitely needed to hang out, as some of the few girl states they needed to bond over such and thus decided to form some sort of plans. Sure, travel was easier now between them with planes and cars rather than back during founding, but that didn’t mean it was easier to pick on what they should do. It just meant that there was a bit less planning involved and didn’t need to be done weeks in advance or over the time it would take to write letters back and forth. So, yes they had finally picked a location, but then discovered it wasn’t going to open for another month. Well, stupid Ohio being stupid again is basically what they left it at. It was nice enough weather for the park to open; they just didn’t want to open it yet apparently. Why that was she would certainly be asking her neighbor state at a later date. She may also kick the state in the shin for such nonsense while she was at it, but could decide upon that later. It was highly probable that said state had no actual say as to when the park opened, but she would blame them anyway because both she and Michelle had rivalries with aforementioned state.
Anyway, Penny packed up stuff for fishing and swimming and boating and other such activities before heading out to Lake Erie. It wasn’t a really long drive, but it was filled with a number of rather dangerous highways so she wasn’t going to try and rush too much. Once she did finally arrive she parked her car and walked towards where they were supposed to meet. Sure, it was a nice day, but the water wouldn’t warm up until August, so it was likely to be freezing if they did decide to actually go swimming. Ah well, they were states so it didn’t really matter too much, could just grab a hotel and take a hot shower to warm up after freezing water. Anyway, that wasn’t important at the moment. She just had to find Michelle and they could decide on what they were doing first. After another few moments of walking, she spotted the other state and jogged over. ”Hope you weren’t waiting too long.” she said cheerfully with a smile on her face. It had been far too long since they had been able to hang out. She blamed the weather they had been having, it was really quite terrible to be honest, but now it seemed to be acting more like summer than spring. For the moment, she really wasn’t going to complain about that in the slightest. ”What do we want to do first?” she asked simply with another smile at the state in front of her.

The longer she stood waiting for Penny, the more she realized that actually going swimming was probably out of the question. It was too cold for that, and the cool breeze that would blow occasionally was not helping matters.
It didn't prevent her from wanting to do much else on the lake though. A little wind never hurt anyone, and was actually quite common out on the lakes. She'd even been out on a lake during multiple snow storms. And Minnesota claimed he/she had the most experience with lakes. Minnesota might be the land of ten thousand lakes, but the only Great Lake Minnesota touched was Superior. Michelle had a border on four out of five of them.
Besides, she'd dressed for the occasion. She knew better than to go out on the lake without a jacket in spring, if they did venture out. Even if they did not, the chilly breeze ensured that it came in handy after all. She left her bag sitting on the ground next to her, not wanting to hold it the entire time she waited.
Michelle glanced around once more for the familiar face of Penny. As one of Michelle's closest friends (and something of a neighbor), Michelle could easily spot Penny in a crowd. Not that there was too much of a crowd. There were a few people meandering about, but it was not as busy as it might have been in summer months.
Finally, Michelle spotted the familiar face of Penny and waved the other state over at once, ready to get started. "I'd like to go sailing at some point." She responded to Penny. It was probably too cold to swim, but she still wanted to go out on the water.

Penny did kind of want to go swimming despite the weather. She didn’t care if it was cold, she still kind of wanted to go. Though really, that could wait until later when they decided to pick somewhere to spend the night. A pool or a hot tub would be much warmer after all, and much more fun. Swimming was considerably less fun if you were shivering after all. Thus, she had a hoodie on and had resigned to not actually going in the lake unless they fell overboard or something. Hopefully they didn’t, but it was always a possibility. Anyway, she arrived at the lake and found Michelle after a little while of looking. At least she found her quickly enough. She did hope the other state hadn’t been waiting too long for her. The decision now was what to do first, and how many things were they going to do? After all, there were quite a few possibilities, and they also had to decide where and when they wanted to stop and eat something. Also, had to figure out where they were spending the night. After all, it was a rather long trip to make home after such an eventful day.
”We can do that first, since I don’t have any ideas right at the moment. Where do we want to stay tonight? Or are we just going to pick a random hotel when it gets too dark? I want one with a pool since we can’t really go swimming in the lake due to being too cold.” she said with a smile. Now, she just had to wait for Michelle to respond to that while she pondered what they could do after they went sailing. Maybe fishing while they were out sailing? That could work, and after that what? Play in the sand maybe? Find something to eat possibly at that point, because she doubted they wouldn’t be hungry by then. There was even the possibility of doing things tomorrow and then leaving to go home in the late afternoon. That could be fun, and it wouldn’t be a horrific drive to make if it was during daylight hours, and then they could spend more time together. Only spending a few hours would be a bit of a disappointment after all. ”I suppose we need to go get a boat first.” she stated and looked around for the marina that she knew was around here somewhere. Penny had a boat, for just such occasions, but she left it at the marina rather than lugging it back and forth all the time. She’d had it taken out of winter storage a few weeks ago, and so it should be perfectly ready for sailing.
